Enterprise Asset Management Strategic Plan & CMMS Selection
VWD provides water, wastewater and water recycling services to more than 76,000 residents of San Diego County in California

Issue
With increased growth in population and commercial and residential development, VWD was concerned about maintaining customer service levels. They needed to better accumulate, communicate and act on information about existing and newly installed assets to support growth and development and to process more customer service requests and maintenance work orders with the same level of staffing.

Solution
Westin worked with VWD management and staff to define a comprehensive approach for managing assets through implementation of new business processes, including:

  • Preventive and predictive maintenance
  • Work order scheduling
  • Asset inventory hierarchy structure
  • Ongoing asset valuation processes
  • Maintenance parts and material inventory
  • Maintenance cost tracking

Westin worked with VWD to develop an Asset Management Strategic Plan and to map out an enterprise approach to asset management. This approach included a fast-track methodology to document VWD’s business requirements and select, procure and implement a Computerized Maintenance Management System (CMMS).

This approach extends asset management philosophy into the structuring of an integrated financial management and customer information system. When this implementation is complete, VWD will have closed one of the most prevalent information and decision-making gaps present in utilities today. This integrated information system will support fully informed decisions about their customers, assets and financial operations.
