Assessment and procurement assistance helps LABOS improve security
The Bureau of Sanitation collects, cleans and recycles solid and liquid waste generated by residential, commercial and industrial users in the City of Los Angeles and surrounding communities. With approximately 2,800 personnel, the Bureau protects the public health and environment and enhances the quality of life in the City of Los Angeles' neighborhoods.
The Bureau needed an overall security system for its four wastewater treatment plants and other facilities. As a first step to achieve this end, the Bureau engaged Westin to conduct a security assessment and prepare an overall security plan. The Bureau also requested assistance in procuring systems and services to address their needs for centralized monitoring, 24/7 coverage and quick security response to any incidents.
The Westin team visited the Bureau’s sites to conduct a security needs assessment. Based on the assessment, Westin prepared a security plan that outlined the varying needs for security at each facility type. Westin and its subcontractor, HDR Security Operations, provided recommendations to remediate the vulnerabilities. Westin selected a security equipment complement for each priority level.
After the Bureau accepted the findings and plan, Westin created a Request for Proposal for a Security System design/build project. The RFP identified the equipement and services the Bureau needed to enhance location access control, surveillance systems and infrastructure, and specific security procedures, and products. This included CCTV systems, access control systems, perimeter security, user training, and ongoing system maintainance.
The Bureau received a plan on how to address its security vulnerabilities. Westin delivered the Security Systems RFP, which the City released for bids in July 2009.
