The Senior Engineer (Project Manager) position will manage capital improvement programs for clients in the water and wastewater industries. The projects may involve multiple applications including SCADA, plants controls, telecommunications networks, hydraulic modeling, and related systems. The Senior Engineer must be able to prepare P&IDs, process control narratives, instrument lists and I/O lists as part of project design. Project design also includes preparation of specifications and associated bid documents including cost estimates, schedules, and transition plans.

Responsibilities include project planning, scope management, project change control, schedule and budget management, project team management, risk and issue management, communications management and quality management. Projects often involve requirements definition, detailed design and specification preparation, software selection, project implementation, integration, conversion, training, deployment and continuing support/maintenance.
Additional Responsibilities

Responsibilities:

• Responsible for providing Program/Project management for complex capital improvement projects.
• Responsible for managing Westin project performance and delivery while satisfying customer expectations.
• Responsible for providing scope and cost control
• Responsible for project team leadership
• Responsible for mentoring project team members
• Responsible for complying with Westin and client Quality Standards
• Responsible for achieving utilization, project revenue and project profit objectives
• Manage all necessary activities for successfully developing and managing client relationships for existing accounts.

Experience Required:

• PE license in CA


• 10 + years of program/project management for technology-related projects in water/wastewater utilities or public sector agencies.
• Experience managing multiple staff over the course of large, multi-year projects.
• Extensive project management experience in the following:
  o Managing client expectations and service delivery
  o Project Planning and Control
  o Vendor Management
  o Requirements definition and vendor selection
  o Oversight of Implementation of applications
  o Business Process Improvement
  o Client billing and receivable management
  o Working with established project management methodologies
  o Supporting clients in the identification and development of appropriate PM methodology
• MI Certification as a Project Management Professional a plus
• Experience mentoring, inspiring team work and growing a project team
• Proven ability to manage personal and team utilization targets and performance, achieving both individual and team-based goals.
• Excellent written and verbal presentation skills with the ability to present complex ideas in a clear and concise manner.
• B.S. in Engineering or related field, advanced education degree a plus, registered professional a plus.
• Strong skills with MS Word, MS Excel, MS PowerPoint, MS Project, experience with business process modeling tools a plus.
