| SBSA is a publicly-owned treatment works located in the San Francisco Bay Area. They provide wastewater transmission and treatment for three municipalities and another sanitary district. |
Issue
SBSA needed a long-term solution for reliable and cost-effective implementation
of process control and instrumentation systems. These systems monitor,
control and automate SBSA’s regional wastewater treatment plant
and pump stations. Rather than a conventional, design-bid-build solution,
SBSA wanted to build the systems in a phased approach which spread the
cost impact over several years.
Solution
Westin prepared a SCADA Master Plan that laid the foundation for technology,
automation and system improvement projects that were required to meet
the technical and business requirements of SBSA.
Westin defined a control system architecture for hardware and software
as well as a project delivery method. Westin has executed this program
incrementally through a series of projects and services including:
- New SCADA HMI and central data acquisition unit
- PLC control of four main pump stations
- PLC control of wastewater treatment plant unit process
areas including:
- Chlorination/dechlorination
- Final effluent pumping
- Dewatering systems
- Dual media filters, feed pumps and auxiliary systems
- Reclaimed water
- Detailed control system designs including instrumentation, electrical, control panels, PLC hardware and networks
- PLC programming, HMI software configuration, systems integration, training and start-up services
- Annual system maintenance and support
Outcome
SBSA is a progressive organization that has leveraged their SCADA strategy
to:
SBSA has won CWEA’s “Large Plant of the Year” award
on two occasions in part because of the effectiveness of their SCADA
system.
